Abstract: KJ method is a direct qualitative analysis method designed by Kawakida Jir in 1986. It is an ideal processor for meaning from extensive information. Applying it to the ecosystem management of Ebinur Lake basin, we firstly had the participants write their ideas about the relative problems on 59 different tags. Secondly, we classified them into five groups according to the similarity of ideas. Then we further grouped them into a hierarchical order and drew the relations between groups. And finally we got the count measure about management system improvement and project implementation. The management of Ebinur lake basin is crucial to ecological safety in the north em Xinjiang region. From the structural model established by KJ method, the reduction of water flowing into Ebinur Lake is the key factor to the environment deterioration. At last the two main countere measures have been put forward. One is an integrated administrative system to manage the water resource of the whole basin including water utilization quota between the upper and the lower reaches area water price et al., instead of separated management in different districts or departments. The other is some important projects to be actualized such as water conservation. The experiment results indicate that KJ method is of use to establish an orderly system from chaos of information and cooperative works toward innovation. It is helpful to systematization research of all kinds of ecosystem including nature society economy system and comprehensive system.

Key words: KJ method, ecological environment, count measure, Ebinur lake watershed
