Abstract: In this paper,with years of working and practical experiences,Urumqi County in Urumqi City,Xinjiang, China,was selected as the research object to investigate successful experience of promoting economic growth with ecological construction in the county based on case analysis,quantitative analysis and large amount of visiting and investigation. It found that the Urumqi County has fully excavated its unique rural tourism,snow tourism,natural and cultural tourism to promote the realization of its potential value of ecology during its developing course. Effective combination between protection of ecology and environment and farmers and herdsmen's income growth have been realized through implementing eco-migration engineering oriented by the“herdsman settle-down”policy and controlling the effect tourism activities within the local ecology and environment. Economic benefits obtained from agriculture have also been uplifted by developing high-effect ecological agriculture and sightseeing agriculture. In addition,by implementing large-scale conversion of farmland to forests and grasses, it can both protect the local ecology and environment and increase farmers and herdsmen's incomes. Ecological economy being the driving force of economic development has promoted the pace of economy development of Urumqi County,especially the rapid growth of the tertiary industry led by the tourism industry,which not only improved ecology and environment of Urumqi County and intensified farmers and herdsmen's awareness of protecting ecology and environment,but also promoting the living standards of the farmers and herdsmen in Urumqi County. Through the researches on successful experience of economic development and ecology and environment construction in Urumqi County,some conclusions and consensuses were reached as follows:(1)Compilation of ecological planning can ensure the government to construct and develop tourism as well as protect the ecological environment in accordance with the planning. The promotion of ecology and environment protection and construction should be guided and controlled by the planning and the implement of ecology and environment construction should be in accordance with“existing planning”. At the same time,it should also improve local people's awareness of ecology and environment,so as to prioritize ecology and environment construction in the development during implementation of the planning.(2)The government should play its leading role in improving the planning system and driving the society to join the environmental protection through its investment. Overall ecology and environment and ecologic benefit should be emphasized from the county overall planning and the village planning. At the same time,farmers and herdsmen's awareness of protecting ecology and environment should be enhanced.(3)Industrial development and ecology and environment should be constructed as a whole to promote the coordinated development of economy and environment,to position the industry development accurately. Local resources advantages should be fully utilized to realize win-win situation of economic development and ecology and environment.(4)In order to reach harmonious development between economy and ecological environment, it must strive to develop ecological economy and make full use of local resources by transferring the ecological value into a driving force for the economic development on the premise of ecological protection,achieving win-win situation of economic development and environmental protection ultimately. The results of the paper could provide some references for coordinated economic and environmental development in other areas,especially the weak ecological area in the west China.
