Discussion on evolution theory of barren hills development in city: a case of Urumqi City

Abstract: Urumqi City, Xinjiang, China, located to the northern piedmont of the Tianshan Mountains and in the desertification area, fills with barren hills resources. The evolution of the barren hills complies with the requirements of urban development and ecological construction, but the traditional development model cannot suit the change of city barren hill development object and industrial chain in the new period. So studying on the innovation of barren hills development mode is very necessary. Taking enterprise and government behavior as the research object, by using the replicator dynamics model, this paper analyzed the evolution and fusion process of traditional and innovative barren hills development modes, discussed the selection strategy of government and enterprises and the coordination mechanism of government in promoting the innovative barren hills development mode. Results show that the traditional and innovative barren hills development modes will be long-term coexistence and mutually complementary under the condition of a specific area. The government and social public have paid more attention to the fusion and upgrade of the industrial chain of city barren hills development and other industries to further promote the innovative development. Government played an important role in innovative barren hills development, because the government's policy guidance was the foundation of the fusion development and innovation of barren hills development mode, and could provide resources compensation, financial support, preferential policies, supervision, and evaluation mechanism for enterprises' innovative development. Moreover, the selection strategy of government and enterprises affected significantly the fusion development and innovation of barren hills development mode. Therefore, the government should provide different compensations according to the different innovation strategies for the sake of motivating the enterprises' innovation.
