Abstract: The initial project for water right in Tarim River Basin has been authorized by the government so the administative rank and authorization of the basin administration organization has been strengthened and the construction of the water policy system would be perfected. The water right management system in Tarim River Basin is forming which focus on water resource utilizing right management and correlated with administration regulation and scientific management. The paper analyzed the hierarchy of the water right and the operation system of real time water right management in Tarim River Basin and its performance and problems are evaluated in personality. Then three future visions of water resource management model were put forward including water right chains chain of responsibility and ecological culture idea
