Water resources allocation model inWeihe River Basin based on the structure of water supply network

Abstract: From the strategic perspective of water resources development in Guanzhong area,Shaanxi Province, China,this paper surveyed the main problems of the current water supply in Weihe River Basin of Guanzhong area and put forward the construction of large water supply network so as to support and ensure water supply requirements of Guanzhong-Tianshui Economic Zone and the city group of Guanzhong. The building of water supply network in Guanzhong area is to join the pre-existing and the newly-built independent water supply systems into a complete system,which can realize joint regulation and storage,unified management,and resource complement with each other. On one hand,the paper studied the natural geographical conditions of Guanzhong region and the related factors to water resources complementary;on the other hand,the paper analyzed the existing pattern of water conservancy development and the limitation of time and space about the water resources in Guanzhong region,meanwhile it pointed out that the different water user formed different networking with the development of Guanzhong-Tianshui Economic Zone and the city group of Guanzhong. In view of the analysis of the pre-existing building of water supply network conditions in the Guanzhong areas and according to the ground elevation of the water conservancy building,the article came up with the main framework model of three-lines and ten-points about water conservancy network in Guangzhong area in Shaanxi Province,of which the three-lines referred to three water diversion routes and the ten-points referred to ten reservoirs whose reservoir capacity were more than 100 million m3. Then,the connection between water networks was studied in detail. Finally,comments on the network construction projects and non-engineering measures and phased implementation of the steps were made. The above results show that a comprehensive planning and the reasonable construction of the water supply network in Guanzhong is an efficient way to guarantee water supply safety of Guanzhong region urbanization and industrial layout,improve the ecological environment in Guanzhong plain and construct the Weihe River ecological civilization. The paper also supplies effective means to realize scientific reasonable development,optimize the allocation of the water resources and support the sustainable development of economic society comprehensive balance in Guanzhong area.
