Territorial functionality evaluation and spatial differentiation of restricted development zones in Ningxia

Abstract: Quantitative evaluation on territorial functionality plays an important role in the recognition of territorial dominant function and formulation of regional development policy. But the current research focused on development mechanisms and policies of restricted development zone lacks further quantitative identification for territorial functionality. Therefore, further refine the territorial functional attributes of restricted development zone is very important for further clarifying its main functions. The paper taking 18 counties of Ningxia Province as the research objects and choosing 13 main indicators, this paper constructed an index system from ecological conservation, food security maintenance, population carrying, cultural heritage and economic development function. Then the strengths and weaknesses of territorial functionality were explored by using the Linear Weighted Method, and the spatial characteristics were analyzed with ESDA. Result show that the territorial functionality index in 18 counties has significant differences in 2013, ranging from 0.012 to 0.327. The Moran index of territorial multi-functionality indexes is 0.0179, reflecting that the distribution of territorial multi-functionality has significant geographical spatial agglomeration, which is high related with four main factors including agricultural development condition, location, natural environment and natural resources. Specifically, (1)ecological conservation- oriented functional areas are mainly distributed in the Liupanshan covered by a large number of forest; food security maintenance-oriented functional areas are mainly distributed in the Yellow River Irrigation area with good conditions for agricultural development; population carrying-oriented functional areas are mainly distributed in northern areas with better conditions for economic development; cultural heritage-oriented functional areas are mainly distributed in the areas along Yellow River and Liupanshan; and economic development-oriented functional areas are mainly distributed in northern areas with better conditions for economic development and southern areas where are the ecological migration zone.(2)Overall, the counties with strong index of territorial functionality are concentrated in Yellow River Irrigation and Liupanshan, but the other counties with weak index of territorial functionality are concentrated in central arid region.
