Path selecting on coordinated and coupling development of urbanization and eco-environment system in Jiangsu Province

Abstract: Urbanization and eco-environment is a pair of dissipative structure of coupling interaction and coordinated developing. Analyzing the mechanism action and evolution law has practical significance to the sustainable construction of China's urbanization. Since 1980s, the researches mainly focused on verifying, quoting and developing the theory “S shape growth curve of urbanization” and “inverted U shape curve of eco-environmental evolution”, yet they seldom adopt route analysis of urbanization and eco-environment coordinating and coupling development. Taking Jiangsu Province as an example, which has the fast urbanization development in China, this paper firstly adopted the entropy method to test and analyze the urbanization and the eco-environment development level of 13 prefecture-level cities from 2002 to 2013, and then probed the inner mechanism and coupling evolution law of urbanization and eco-environment from time and space with the structural equation PA-OV path analysis model. The results show as follows: (1)The space urbanization of Jiangsu Province is the fastest and the economy urbanization is the lowest, which shows typical characteristic of extensive inefficient investment and ignoring the population urbanization.(2)The economy development and eco-environment presents negative relation, but the deteriorating degree of environment tends to shrinking, which shows that the relation of economy and environment is near the inflection point of EKC curve.(3)Space urbanization increases the eco-environment pressure index value at coefficient 0.812. With extensive economic growth mode, economy urbanization increases the eco-environment pressure index at coefficient 0.748. While population urbanization gradually reduces the eco-environment pressure at coefficient 0.767, the public service equalization effect becomes more obvious. This paper put forth the main path for coupling and coordinated development of urbanization and eco-environment of Jiangsu Province: integrating all township enterprises as the breakthrough point, implementing industrial transformation and upgrading in-depth, organizing industry layout intensively, and developing the strategic new industries and services in agglomerate. According to regional main functionality orientation, the province needs to promote intensive land utilization, and further enhance the comprehensive bearing capacity of big cities, receiving capability of small towns, and the sustainable use of rural land. It needs to take five measures such as constructing unified household system, equalizing the basic public services, sharing city resident's cost, multiplying the path of investment and financing, and enhancing popularization of environmental protection consciousness.
