Abstract: The paper analysis the regional characteristic of Ningxia, and appraised characteristic tourism resources, puts forward the conception and design of developing characteristic tourism resources：Found the sand lake scenery as the model of Ecotourism; Make over the Shapotou tourist area as the epitome of desert Scenery; Build the mausoleum of Xixia King as the famous scenic spot of cultural tourism; Expand the Hui ethnic local conditions and customs as the select items of the Chinese ethnic custom garden.
