Abstract: Analyzing difference of tourism cultural industry strength and constructing spatial structure of tourism cultural industry can help every region to enhance tourism cultural industry strength and had important significant to guide coordinated development of regional cultural tourism industry. The relevant data of tourism cultural industry strength in 10 cities of Shaanxi Province from 2001 to 2012 were taken as samples and 26 indicators were selected to build comprehensive evaluation index system of tourism cultural industry strength. The paper used variation coefficient，Theil index，regional spatial centre analysis and standard deviational ellipses to analyze regional difference of tourism cultural industry strength in Shaanxi Province. The results showed that with development of tourism cultural industry，the mean tourism cultural industry strength raised from 1 464 to 6 231. The overall upward trend of tourism cultural industry strength was very obviously from 2001 to 2012. The absolute disparity of tourism cultural industry strength was gradually increasing，but the relative disparity of tourism cultural industry strength had not obviously change from 2001 to 2012. About the spatial characteristics，Xi'an dominated the highest level region in 12 years and the remaining 9 cities in the surrounding constituted tourism cultural industry network. The tourism cultural industry strength generally presented a “northeast-southwest” pattern and centre of tourism cultural industry strength generally shifted to the northeast. The center of tourism cultural industry strength occurred shifted northward （10.817 km） and eastward （7.935 km） from 2001 to 2012 with spatial center analysis. The tourism cultural industry strength development of the northern cities was better than the southern city. The variation rate of cultural industry strength development of the eastern cities was faster than the western cities. By the analysis on Theil index，the northern Shaanxi，the Guanzhong region and the southern Shaanxi in Shaanxi Province showed obviously different characteristics. It can be concluded that the uneven development of tourism cultural industry strength among the northern Shaanxi，the Guanzhong region and the southern Shaanxi should be considered firstly. The internal region disparity contributed greatly to the overall disparity of Shaanxi provincial tourism cultural industry strength after 2007 and internal difference among the Guanzhong region was the major cause of difference among city in the region. But spatial inequality of tourism cultural industry strength was obvious narrowing in the development of tourism cultural industry in Shaanxi Province. The paper analyzed evolution feature of spatial structure by cluster analysis based on above analysis. The paper constructed tourism cultural industry spatial structure system based on regional difference analysis of tourism cultural industry strength. Xi'an City is the development pole. Xianyang and Weinan City are secondary core cities. The rest of seven cities are nodes. Weinan-Baoji City and Xi'an-Yan'an City are the first grade development axes. Xi'an-Hanzhong City and Yan'an-Yulin City are the second grade development axes. Xi'an-Shangluo City and Xi'an-Ankang City are the third grade development axes. The northern Shaanxi is red tourism cultural industry region，the Guanzhong is historical tourism cultural industry region and the southern Shaanxi is eco-tourism cultural industry region.”
