Abstract:

Biodiversity, which is vital for human survival and development, is an essential component of the healthy dynamic cycles of environmental systems, ecosystems, atmospheric systems, and socioeconomic systems. The expansion of biodiversity is also necessary for advancing ecological civilization construction. In addition, a dequate water quality is critical for the survival and existence of all biological populations. The sponge city construction policy (SCCP), which aims to restore aquatic ecosystems, conserve water resources, and enhance flood prevention capabilities, may be a significant institutional factor influencing regional biodiversity. This study focused on the rich biological communities of the Yellow River Basin over the period from 2010 to 2023. Bird species richness data and socioeconomic indicators were studied in counties across nine provinces in the region. A double ML approach was employed to empirically examine the impact of the SCCP on avian biodiversity within the Yellow River Basin. The results show that: (1) Compared with nonpilot areas, the SCCP effectively improved avian biodiversity in the pilot areas of the Yellow River Basin. (2) The mechanistic analysis revealed that the SCCP enhanced avian biodiversity in the Yellow River Basin, primarily through the effects of pollution reduction, greenhouse gas mitigation, and green innovation. (3) Heterogeneity analysis indicated that, in terms of urban hierarchy and resource dependence, the impact of the SCCP on avian biodiversity in the Yellow River Basin was more pronounced in central cities and nonresource-based cities within the basin. Geographically, the SCCP has significantly promoted avian biodiversity in the middle and lower reaches of the Yellow River Basin, with a stronger impact on the middle reaches, and no significant effect in the upper reaches. This study provides theoretical and empirical evidence, based on institutional and policy perspectives, for achieving the goal of biodiversity conservation in the Yellow River Basin.
