Water resource future allocation for industry development and urbanization in Golden Triangle Zone, Kuitun River Basin

Abstract: The Golden Triangle Zone consists of Dushanzi Zone, Kuitun City and Wusu City, which is the important part of economic belt in the north of the Tianshan Mountains, and especially Dushanzi Zone will be built as the largest petrochemical base in China depending on oil resources in Central Asia and Karamay City. However, conflict between water supply and water requirement there is obvious due to water shortage of resources. As a result, before implementing of interbasin water transfer project, it is necessary to study on emergency water resources allocation scheme for its development of society and economy. On the basis of analyzing and researching current situation of water resources exploration, the paper analyzes and forecasts water requirement of sectors for socioeconomic development in Golden Triangle Zone in short and long term. On the basis of natural water resources condition in Kuitun River basin, it thinks that available water supply from Kuitun River Basin to Golden Triangle Zone is 165 million m3 in short term. After the balance between water supply and water requirement, water with the quantity of 195 million m3 is lack for its development in 2020. So it provides the scheme of water supply and water resources allocation in Golden Triangle Zone in short term. It analyzes and discusses some important topics like economic integration plan & management, united management of water resources, water rights and benefit compensation, emergency works construction scale and etc. It presents available water supply from groundwater, in the plain area of Kuitun River Basin, should be evaluated carefully because of decrease of recharge of seepage from field and canal system after constructing auxiliary irrigation system. Emergency water supply scheme in Golden Triangle Zone not only needs to decrease its irrigation area of 23 333 hm2 and to resettle and compensate 100 thousand farmers, but also costs a lot. The optimal scheme is to implement interbasin water transfer project. The paper is to provide reference and guidance to water resources safeguard for new industry and new city construction in Golden Triangle Zone.
