Abstract: Sustainable land use of development zone is to coordinate the relationship between the structure, ratio and spatial distribution of land-use types in development zone and local physical characteristics and economic development, by the means of technology and administration. So as to fully bring out the production and environmental service function of land resources in development zone and realize optimum al-l around benefits including social, economic and ecological aspects. Sustainable land use system of development zone (SLUSDZ) is a typical social, economic and natural integrated ecosystem, and it consists of three sub-systems:natura-l biological subsystem, socio-political subsystem, and economic-technological subsystem. Through analyzing the structure of SLUSDZ, it shows that irrational structure is the main cause of land use problems, and optimizing the irrational structure is the major way to resolve these problems and realize sustainable land use. The way to optimize structure is to optimize and recompose all the elements of SLUSDZ, so as to change its function and attain the object of resolving all kinds of land use problems. Therefore, above three subsystems are optimized and recomposed to form four secondary subsystems:classification subsystem, evaluation subsystem, policy and measure subsystem, and technology subsystem. The former two secondary subsystems have the function of identifying land use problems, and the latter two have the function of resolving these problems. These subsystems interplay and inter-link so as to make system as a whole and have special function.

Key words: sustainable land use, system, structure, development zone
