THE THOUGHTS ABOUT THE REGIONAL ECONOMIC DEVELOPMENT IN XINJIANG IN THE21ST CENTURY

Abstract: The paper begins with systematical analysis of economic development features in Xinjiang and some problems confronted by Xinjiang. The economic development features are as follows: (1) Steady economic increment has been kept; (2) The strategy of "white (cotton) and black (oil) " has been effectively implemented; (3) National economic system has formed initially. Xinjiang is confronted with some problems, such as enlargement of regional difference, low-level industrial structure, poor financial resources, deterioration of ecological environment and aggravation of pollution. Based on the analysis above and according to the existing development strategies, the complementary strategy of the main strategy "white and black"is put for word. Which includes: (1) to develop primary industry, secondary industry and tertiary industry comprehensively; (2) to set up two developing points in each of the three industries; (3) to form six important economic sectors in the three industries. Further, the spatial allocation of industry and two growth axles:the primary axle along the Euro-Asia Continental Bridge and the secondary axle along the South Xinjiang Railway Lines and primary highway are precsented. At last, the sustainable development countermeasures:to control population growth, to strengthen ecological environment construction, to change energy structure and to improve technique level of the industry are put forward.
