新疆县域人力资源时空差异及影响因素分析

摘要:

基于第五和第六次全国人口普查数据,运用区域人力资源测算方法、多元线性回归、地理探测器研究方法,分析了新疆县域人力资源时空分布差异及影响因素。结果表明:(1) 2000—2010年新疆人力资源总量增加54.89%,具有分散分布、空间差异增大的特征;人均人力资源水平提升30.71%,地域差异主要体现为南、北疆差异,呈低值集聚-高值分散的特点。(2) 剔除人力资源教育投入的积累性,2000—2010年新疆人力资源总量增加的县(市、区)主要集中在南疆,北疆、东疆以减少为主,人均人力资源提升程度南疆明显高于北疆、东疆。(3) 新疆人均人力资源时空分布差异受多种因素的综合影响,除教育因素外,二三产业从业人员,人均国民生产总值(GDP)、地方财政收入及从事卫生、社会保障人数因子的驱动较为显著。本研究结果可为新时期缩小新疆区域人力资源发展差异提供参考。

Abstract:

This paper selects the data of the fifth and sixth censuses of Xinjiang, in China, to estimate regional human resources based on education fund investment. Due to the accumulation of education investment, the calculation method of human resource change, excluding the accumulation of education investment, was set to analyze the spatiotemporal characteristics of human resources without and with the exclusion of education investment. The influencing factors of the time and space distribution of human resources in counties of Xinjiang are discussed using multiple linear regression and geographical detector techniques. This will provide references for improving the quality of human resources, optimize the spatial allocation of human resources, and provide human resource support to narrow the gap between regional economic development and maintain social stability in Xinjiang. The findings are as follows. (1) Without excluding the accumulation of education investment, the total amount of human resources in Xinjiang increased by 54.89% from 2000 to 2010, with the characteristics of scattered distribution and increasing spatial differences. The per capita human resources increased by 30.71% in 10 years. The regional differences are mainly reflected in the differences between southern and northern Xinjiang, showing the characteristics of low-value agglomeration and high-value dispersion. (2) Excluding the accumulation of human resource investment in education, the counties (cities and districts) that experienced an increase in the total amount of human resources in Xinjiang from 2000 to 2010 were mainly concentrated in southern Xinjiang. Meanwhile, those in the northern and eastern Xinjiang experienced a reduction in the total amount of human resources. The improvement degree of per capita human resources in southern Xinjiang was significantly higher than in northern and eastern Xinjiang. (3) Several factors affect the differences between the spatial and temporal distribution of per capita human resources. Factors, such as employees in secondary and tertiary industries, per capita gross national product, local fiscal revenue, and number of people engaged in health care and social security, are more significantly driven, except for education factors.
