Abstract: The paper mainly states the basic theory of regional sustainable development,and the ideas on how to realize sustainable development in Xi-Hai-Gu poor-stricken minorites region of NingXia.It holds the view that sustainable development is a widespread political slogan,a concept and consciousness,a policy,a new viewpoint of development and a new theory.It refers to the sustaining of nature-society-economy compound system and to the active control of the system.Sustainable development is to accelerate economic development,maintain sustainable exploitation of natural resources,and improve the living stardards without destroying the natural and environmental capacity.Sustainable development is a co-ordinate development of population,natural resources,enuironment and social economy.
According to the above mentioned ideas about sustainable development and in view of geography and epigeosphere science,the paper reveals the basic theories of regional sustainable development which includes the theory of regional PRED system,the applied theory of the co-ordinate paragenesis in regional system of the man-land relationship,the theory of geographical project,of control in regional system,regional management and regional differentiation.
On the basis of the above theories and of the analysis of the fundamental features of Xi-Hai-Gu poor-stricken minorities area of Ningxia,the paper deals with the ways on how to realize regional sustainable development：（1）to acquire a correct view on the sustainable development;（2）to bring forth new ideas in the system,namely,to swiftly establish and complete a market economic pattern that conforms to the social and economic development in the prefecture and benefits in coodinating the regional PRED,promoting the economic development and shaking off the poverty in the prefecture;to develop indvidual and private sectors of economy;to make a scientific and rational policy of population;to make the property of resources clear;to govern the man's behavior in a view of opening market economy;（3）to support the sustainable development in science and technology and education;（4）to carry out the regional geographical project and coodinate the regional PRED system,of which the former includes the following：firstly,the program of reducing the population with a view to a control of population and lightenign the burden of resources and environment;Secondly,the project of adjustment of structure of landuse,with a view to making the ecological environment better and improving the land productivity;Thirdly,the irrigation project water from the Yellow River and the irrigation project by a water-saving way of pumping from a cellar where water is collected on rainy days with a view to developing the efficient ecological agriculture,as well as the project of sand industry;（5）to strengthen ties with the surrourding areas,particularly with the development areas and the key cities;（6）to eliminate the poverty as soon as possible.
