摘要： 发展特色旅游是提高区域旅游竞争力的重要途径。从宁夏回族自治区的区域特色分析入手, 对其境内特色旅游资源进行了评价和定位。提出了开发利用特色旅游资源的构思与设计, 即:创立沙湖为生态旅游的典范, 打造沙坡头为大漠风光的缩景, 构建西夏王陵为文化旅游的胜地, 开发回族风情为中华民族风情园的精品。

Abstract: The paper analysis the regional characteristic of Ningxia, and appraised characteristic tourism resources, puts forward the conception and design of developing characteristic tourism resources：Found the sand lake scenery as the model of Ecotourism; Make over the Shapotou tourist area as the epitome of desert Scenery; Build the mausoleum of Xixia King as the famous scenic spot of cultural tourism; Expand the Hui ethnic local conditions and customs as the select items of the Chinese ethnic custom garden.
