Economic cooperation focus and mode selection for Sino-Kazakhstan international cooperation demonstration zone in Silk Road Economic Belt

Abstract: Under the background of Silk Road Economic Belt construction,the bilateral economic trade between China and Kazakhstan dominates both Kazakhstan's foreign trade and the total economic trade between China and five central Asian countries,accounting for 62.8% by average. Presently China is Kazakhstan's second largest export market and the biggest import trade partner;based upon this,launching an economic cooperation zone at border area of the two countries can not only enhance the bilateral economic relations between China and Kazakhstan, but also could become a new window and a breakthrough point for the Silk Road Economic Belt construction. In this paper,firstly,carefully analyzing the statistical data involving in bilateral trade between China and Kazakhstan,we found that Sino-Kazakhstan bilateral trade commodity structure had strong complementarities, China mainly exported textile,textile products and electromechanical products to Kazakhstan. In recent years,China's exports of mechanical and electrical products to Kazakhstan increased faster. China mainly imported mineral products,mineral fuels,followed by the metal and relevant products from Kazakhstan. However,we hold the opinion that new cooperative areas ought to be developed,considering the needs of Silk Road Economic Belt construction project and the characteristics of the trade between China and Kazakhstan. Therefore,five fields including agriculture,tourism,medical care,culture and finance were suggested to be the main cooperative areas of the China and Kazakhstan international cooperation demonstration zone. Besides,three cooperative modes,including Casual Economic Cooperation Mode,Systematic Economic Cooperation Mode and Functionalistic Economic Cooperation Mode,were provided for consideration. Each cooperative mode has its traits. There is no formal consultation mechanism in Casual Economic Cooperation Mode,which makes the cooperation fragile and doesn't have any guaranties;Systematic Economic Cooperation Mode requires a specialized cooperation mechanism between the states to be established,a series of rules and regulations should be developed for every participant country to comply with,and ultimately achieve a high degree of cooperation like EU and NAFTA,which clearly is not the intention of Silk Road Economic Belt construction;however,Functionalistic Economic Cooperation Mode Adopts a "gradual approach",and the cooperation among countries mainly focus on non political fields,such as economy,science and technology,which is beyond the "nationalism" and "the territorial doctrine". Therefore,it is pointed out that functionalistic economic cooperation mode is the best cooperation mode for China and Kazakhstan international cooperation demonstration zone. To sum up,in the context of Silk Road Economic Belt construction,China and Kazakhstan should seize the opportunities and face challenges together, giving priority to strengthening and deepening economic cooperation and bilateral trade,making the China and Kazakhstan international cooperation demonstration zone a new breakthrough and a new window for Silk Road Economic Belt Construction,finally reaching the main goal of Silk Road Economic Belt Construction "building together,winning together and enjoying together".
