Abstract: Port Timbuktu,the entrance for border trade between China and Kazakhstan,is one of the best overland trading ports in China with convenient transportation and optimum climate,with high efficiency of personnel and cargo clearance. With the foundation of border trade in Port Timbuktu at present,and the guiding of Silk Road Economic Belt strategy,to establish the Border Trade Zone in Sino-Kazakhstan International Cooperation Demonstration Zone(for short below,the Border Trade Zone) is on the agenda. This paper analyzed the trade status, strategic position of the Port Timbuktu border trade now mainly based on data processing to see the solid foundation for upgrade it to the Border Trade Zone. The average customer flow of the Port Timbuktu border trade was 2 600 and the business volume was 15 thousand yuan per day in 2015. The Border Trade Zone will further striving to increase the border trade population from 130 thousand to 1 million people,to improve port volume from 200 thousand tons to 2 million tons in 5-10 years of efforts. In order to construct the Border Trade Zone into a characteristic function model in the China-Kazakhstan international cooperation demonstration area,the paper put forward the safeguard measures mainly on legal system,policy,institutional construction,tax incentives,settlement measures,etc.,and raise countermeasures mainly on industry basis for the Border Trade Zone,the border trade mode,consultation and research mechanism,build free trade zone in the border area,etc.
