Abstract: Flight time is a kind of invisible resource, its quantity and value are closely associated with airspace and airport facilities, and are also the premise and guarantee of profits for airlines. Making in-depth analysis on flight schedules may help to reveal the space-time configuration mode and potential utilization of aviation resources. Taking Urumqi airport as the research object, this paper evaluated its present condition of flight time resource and route layout by using quantitative analysis method based on flight data collection work. The paper used different time intervals to investigate the airport flight schedules resources allocation structure during 24 hours for a whole day, summarized its time structure differentiation and formation mechanism, analyzed the airport route layout structure and time differentiation characteristics from the perspective of spatial dimension, and analyzed emphatically the possibility of airline layout and time resource allocation toward Central Asia,West Asia and Europe in the future. Results show as follows:flight schedule had temporal heterogeneous attribution and was formed approximately into peak segment, gold segment, trough segment and so on,which were associated with moment distribution rule and travel behavioral habits;Routes layout had spatial differentiation, and formed airline concentration areas and sparse areas, which is related to the imbalance in social and economic development among different regions, and the role the airport played in different areas. The main organization patterns of airport routes include'local-grid'and'point to point'. The former is used for connecting waypoint in local province and the latter is used for connecting waypoint outside province or overseas. Taking 30 minutes as interval, we found that part of flights time is mainly concentrated in peak segment in the morning, golden segment in the noon, peak segment in the afternoon and small peak segment in the evening. Convenient travel time and the behavioral choices of public travelers has formed rush hours in flight golden segment and peak segment. The overlapping time of flight taking off and landing is influenced by flight division segment. In a word,Urumqi airport has huge potential to carry out international air routes and distribute flight time resource in the future. Using the regional jet lag to develop international flights and time resource allocation could fill the flight schedule sparse segment of Urumqi airport, adjust time dense segment and guarantee the airport operated in orderly and efficiently. Besides, management department should comprehensively considered the time resource distribution of domestic and international flight, and their coordination between taking off and landing to ensure the reasonable and effective use of airport facilities and time resources.
