Combined evaluation analysis on agricultural investment environment in Central Asia based on improved fuzzy Borda method

Abstract: Central Asia is considered as the region with the best investment potential along the "Silk Road Economic Belt". The evaluation of its agricultural investment environment is helpful to "going out" to Central Asia to develop agricultural investment and cooperation for Chinese enterprises. In order to comprehensively evaluate agricultural investment environment in Central Asia and reveal its space difference and time trend, this paper chose five Central Asian countries from 2008 to 2012 as the research subjects. Based on comprehensive consideration of general factors that affects the investment environment and with reference to the evaluation index of FAO and some relevant scholars, the paper established the evaluation index system which consisted of 4 aspects, 27 indicators of the political and legal environment, economical and the opening up environment, infrastructure and public service environment, agricultural production environment. To take the full use of simple evaluation methods' advantages and overcoming their shortcomings to some degree, the multi-factor comprehensive evaluation method based on the principal component analysis, entropy method, mean variance method and the maximum deviation method were firstly implemented to decide the comprehensive evaluation value and rank position. And on the basis of passing by priori test of combined evaluation, the evaluation results of four methods above were combined with improved fuzzy Borda method, so that the result of combined evaluation is obtained. The results show as follows:Firstly, economical and the opening up environment, infrastructure and public service environment, agricultural production environment are the main aspects influencing Central Asian agricultural investment environment. Secondly, combined evaluation model based on improved fuzzy Borda method has good effectiveness according to the result of post test. Thirdly, on the dimension of space, average combined evaluation value of Kazakhstan's agriculture investment environment is the highest(254.056), Uzbekistan(131.110)and Kyrgyzstan (107.158)take the second rank, Tajikistan(17.673)and Turkmenistan(15.886)are the lowest; Fourthly, on the dimension of time, the agricultural investment environment of Kazakhstan, Kyrgyzstan, Uzbekistan are meliorated in general, and that of Tajikistan and Turkmenistan are relatively worse and in the unstable state.In addition, this paper analyzed the reasons which lead to the differences of agricultural investment environment.
