Competitiveness evaluation of tourism industrial clusterfor Kanas scenic spot

Abstract: The rapid development of industrial clusters in the world makes the cluster competition which has begun to replace the enterprise competition become the main form of competition in the market competition. The development of tourism industry clusters has become an inevitable trend to enhance the tourism industry clusters. Firstly, this paper introduces the concept of the tourism industry cluster, and points out the competitiveness of tourism industry clusters has a great promotion to enhancing the competitiveness of tourism destinations. It not only can reduce the operating costs of enterprises in the group, realize the scale effect, but also promote to enterprise innovation, obtain differentiation competitive advantage, with resource sharing effect, forming tourist destination brand, promoting capital assembling, expanding tourism industry scale. Secondly, this paper estimates the Xinjiang Kanas large tourism region, which has become a quite high specialized level tourism area using the qualitative methods of combining industry scale location Quotient and tourism industry chain and specialization, gets the conclusion that tourism industry cluster situation is remarkable. Then, according to the very important role the government plays in the process of tourism development in this region, and on the basis of the current competitiveness evaluation model of industrial clusters, GEMS model was built and the tourism cluster competitiveness estimated from the following factors: Grounding,Enterprise, Market, Surroundings. Meanwhile, on the basis of GEMS model, the corresponding secondary evaluation index were set up respectively for the eight factors affecting the cluster competitiveness(resources and equipment、fire construct and strategy、internal and external market、government policy and social environment). A questionnaire was designed by the authors based on GEMS model, and sent out questionnaires in the Xinjiang Kanas tourist area during the period from September 25, 2010 to September 28, 2010, issued a total of 40,and 39 recovered, of which 35 are valid questionnaires. Using the AHP (analytic hierarchy process) and Matlab software for data processing, this paper determines the weight of evaluation index .and gets the result that the cluster competitiveness of Kanas is 510.2623. The paper realizes the change of industrial cluster in tourism competitiveness evaluation from theoretical discussion to quantitative evaluation. By the analysis, the Xinjiang Kanas tourism area's traveling industry cluster competitive power score is 510.2623 points with a higher level competition in China. Finally, the relevant policy and suggestions were put forth in order to ascend the international competitiveness of the Xinjiang Kanas tourist area and promote its further development. Firstly, the firm competitiveness must be improved by strengthening cooperation and exchange, paying attention to the training of persons, enhancing innovation capability; Secondly, the cluster environment must be improved by clearing government fixed position and creating cluster culture.
