Abstract: Xinjiang is the core area of the Silk Road Economic Belt.It is the core pivot of the the great thoroughfare of Western China and Asia Europe.Moreover, It is also an important meeting point of East and West monetary integration, Xinjiang will play a key role in the construction of Silk Road Economic Belt. In the financial field, we should accelerate the construction of multi-level financial market system, to build the financial centercore of the Silk Road Economic Belt of the surrounding countries, to better provide financial support for the construction of the Silk Road Economic belt. Therefore, Through the relevant data and the use of certain measurement methods to carry out empirical research, analysis of the construction level of the Urumqi regional financial center and the influencing factors. First, selected nine Silk Road Economic Zone on the west of the city regional financial center, to carry on the statistical analysis of the current situation of the development of the financial, on the western regional financial center city have advantages and disadvantages in the financial development status of the Silk Road Economic Zone, Urumqi has obvious advantages in the depth and density of insurance, but its financial efficiency and financial depth with the financial potential is low, the financial sector has a certain advantage in the financial center of the city in Northwest china. Secondly, combining with the development of the financial status of the western region, constructing the evaluation index system of the level of construction of regional financial center, analysis of Urumqi regional financial center construction level ranked seventh in the Silk Road Economic Zone Nine West Regional Financial Center City, the overall construction level is low. The influencing factors of the construction of Urumqi regional financial center analysis found that economic factors representing the proportion of three industries, infrastructure factors of transportation and telecommunications software and information service industry investment and the degree of openness on behalf of factors the total import and export of Urumqi regional financial center development have beneficial effects on behalf of unit cost factors the cost of labor and the tax rate will have a negative impact on the development of regional financial center in Urumqi. The financial center will play an important supporting role in the construction of the core area of the Xinjiang Silk Road Economic Belt. Urumqi should seize the new opportunities of history, first of all, set up a regional financial center with centralized organization, well-developed market, information access, advanced facilities and efficient services.
