Abstract: The China are carrying out the West Exploitation Strategy, as far as Xinjiang is concerned, it is both opportunities and challenges for the region. This paper gives a synthetic analysis of the West Exploitation and the situations of Xinjiang, especially discusses the superior and inferior position of Xinjiang in this cause and the experience and revelation of its development tactic previously, then aiming at the above-mentioned realities, the paper studies the strategy of its development, and puts forward some visualization and countermeasures on the strategy, which include working out implementary programming of development, perfecting the system of policy, deepening the innovation, setting up and introducing the model of exploitation, constructing the trailing and demonstrating section of science and technology and adjusting the structure of economy, etc. Based on these discussions, the paper offers the decision-making basis for the West Exploitation of China and the evolution of Xinjiang.
