Abstract: Under the background of the Silk Road Economic Belt,port cities as the important portal of China's opening-up,has become the new growth of the common development between China and its neighbors and the important relying point of the "Silk Road Economic Belt" construction. Its developmental trend determines the effectiveness of the implementation and construction of the strategy. The development of port cities mainly relies on the construction of the corresponding ports. Frontier ports with different regional condition and development foundation have different developmental advantages and potentials. Based on the deep understanding of the Silk Road Economic Belt strategy and the connotation of geostrategic dominance,we innovatively proposed the concept of the advantage value of geopolitical strategy. Based on the relevant data of China port statistical Yearbook 2014,and by using the Fuzzy AHP method,we constructed a comprehensive assessment system of the advantage value of geopolitical strategy which contained 18 specific indicators from 5 aspects including policy support,customs clearance conditions,regional support,infrastructure and culture,to quantitatively assess the current situation and future development potential of frontier port cities. AHP Fuzzy is the combination of the quantitative feature and objectiveness of AHP and the inclusiveness of fuzzy comprehensive evaluation method,can considers the factors more comprehensively and less subjectively,therefore has a stronger applicability. When determining the weight of each factor while evaluating the strategic advantage,for the development of a single port,relevant policy is the biggest support,clearance conditions is an important guarantee,location condition is the necessary support,infrastructure is the key point of construction,and national culture is the main supplement. Therefore,the importance of the five factors,from more to less,ranks as:the policy support,customs clearance conditions,regional support,infrastructure,and national culture. Overall,we can see that:the frontier port cities which have different advantage value grades distribute more evenly; Xinjiang ports and the corresponding cities have the significant differences; the Timbuktu port and tower city have more potential for greater development. At present, the support and promote effect of the port on the Silk Road Economic Zone is increasingly obvious,and it will also effectively develop the great potential of economic development in Xinjiang. Thus,although Xinjiang is closed and behind as a border province,it also has the forefront of developing export-oriented economy. As long as we hold on the strategic opportunity of the Silk Road Economic Belt and strengthen the economic ties and cooperation between Xinjiang and its neighboring countries,not only can it promotes Xinjiang into a "core area" of the Silk Road Economic Belt and shorten the gap between the East and the West,but also it helps form a good demonstration effect,promote the smooth implementation of effective strategies,and realize the new concept of globalization in the long term.
