Abstract: Based on the natural environment and resource in arid area, the programming theory is applied to the tourism planning process. By referring to the programming theory, this paper analyses the major factors that influence development of agricultural eco-orchard in Yuli County, Xinjiang, ranging from establishing theme image to choosing tourism projects. The eco-orchard combines together the new high-technology agriculture, restoring ecological environment in arid area and the sightseeing agriculture, and pay attention to develop modernize agricultural train and spread agricultural technology, especially puts stress on the character of arid area. From the programming theory point of view, this paper discusses the background, principle, plan and so on in Yuli eco-orchard. This research is to inspire other this kind of program of eco-orchard in arid area.
