Abstract: In this Paper, the importance of the comprehensive development planning within the boundaries of a county to the territory managment aud socioeconomic developing in Loess Plateau region is explained.Based on the general characters of this region the author puts forward some points for attention, developing cunter measures and a strategic frame in drawing up a comprehensive development planning.
