Abstract: Through analyzing the change of economic development, industrial structure and urbanization from 1980 s in Xinjiang, and comparing to general urbanization law in the world and ordinary cases in China, firstly, the paper measured the agreement and disagreement of urbanization to economy development in Xinjiang, discussed whether urbanization is suit to economy development. Secondly, it tried to testify and figure out the mutual relationship between urbanization rate and per capita gross domestic product from 1985～1999 in Xinjiang, advancing a new logarithmic function of urbanization rate and per capita gross domestic product：Y＝7. 58 lgX＋7. 89 (Y is urbanization rate; X is per capita gross domestic product calculated in ＄), and predicting the rate of urbanization with the logarithmic function; Thirdly it analyzed the reasons of Xinjiang's urbanization lagging behind economy development, compares the changes between industrialization rate, proportion of tertiary industry in gross domestic product and urbanization rate, and considers that Xinjiang's urbanization rate suits to its industrialization rate and lags behind the proportion of third industry in gross domestic product; Finally, it point out that Xinjiang's urbanization is in the interim phase of initial stage and rapid development stage, which the key to raise the urbanization rate is to speed up the process of industries.
