新疆水生态文明建设的水资源保护利用策略研究

摘要：

水生态文明建设是新疆干旱区生态文明建设的关键,中国特色社会主义事业“五位一体”总体布局对生态文明建设做出了战略部署。目前对干旱区水生态文明建设应关注的问题,水资源如何保障和服务水生态文明建设等问题并不清晰。本文从水生态文明建设的角度综述了干旱区水资源开发的生态环境效应研究和水生态文明研究,重点探讨了新疆水生态文明建设需坚持的重要原则,提出了协调经济社会系统和生态系统的水资源保护利用策略。

Abstract:

Building a water ecological civilization is the key to building an ecological civilization in the arid areas of Xinjiang, China. After the 18^th National Congress of the Chinese Communist Party summarized the construction of ecological civilization into five in one overall layout. Many scholars have investigated the construction of ecological civilization, pointing out that the protection of water ecology is the key to the building of ecological civilization. Economic, social, and ecological competition in the use of water in arid areas is the focus of contradictions in constructing water ecological civilization. The rapid economic and social development of Xinjiang has led to the shortage of water resources, deterioration of aquatic ecosystems, serious water pollution, and other problems. This paper studies the construction of water ecological civilization in the arid regions of Xinjiang and discusses strategies for water resource conservation and utilization in the construction of water ecological civilization to achieve high-quality economic and social development in Xinjiang. However, at this time, it is not clear how to protect and help the construction of water ecological civilization. From the perspective of building water ecological civilization, this paper summarizes research on the impacts of ecological environment and water ecological civilization on water resources development in arid areas. Focusing on the key principles to be observed in the construction of water ecological civilization in Xinjiang, strategies are advocated for conserving and utilizing water resources to coordinate the economic and social systems and ecosystems. The author believes that the long-term stability of One Belt and One Road, and other key strategic goals in the social development and water resource protection and utilization in Xinjiang is related to the promotion and realization of water ecological civilization. The construction of a water ecological civilization in Xinjiang is the fundamental measure for the economic and social development of Xinjiang. We must firmly establish the concept of harmonious coexistence between man and nature and properly handle the relationship with economic development. Finally, six measures have been proposed for the protection and utilization of water resources in Xinjiang: (1) strengthening legal protection, (2) good work in macro planning, (3) adjusting the structure of water use, (4) strengthening the economic and intensive use of water resources, (5) strengthening water resource protection, (6) strengthening water pollution prevention and management to improve the efficiency of economic and social water use, achieving harmonious, healthy natural, and ecologically reasonable water demands, and transforming agricultural water use to economic and social water consumption. Therefore, the ecological civilization of water needs to be taken into account to support and ensure the economic and social development of Xinjiang.
