Abstract: Cultural exchanges and cooperation is the social foundation for the building of Sino-Kazakhstan cooperation demonstration zone in Silk Road Economic Belt, and also the key paths to achieve unity and friendship in the Silk Road Economic Belt. This paper firstly analyzed the basic characteristics of cultural exchanges and cooperation for Sino-Kazakhstan cooperation demonstration zone. To build a going-first area for Sino-Kazakhstan cultural exchanges and cooperation, from the aspects of science and technology, education, health care, culture, exhibition, art, etc., the paper put forward the key points and paths of cultural exchanges and cooperation for Sino-Kazakhstan cooperation demonstration zone, which include the following contents as putting science and technology cooperation as the forerunner, promoting exchanges and cooperation of science and technology, building science culture sub-center for core area of Silk Road Economic Belt, founding intergovernmental cooperation committee of culture and art, developing culture and art communication platform as a link with cultural cooperation, promoting health care services cooperation and building the Sino-Kazakhstan health care service center, continuing to conduct exchanges and cooperation in education training and build the Sino-Kazakhstan education training center, and continuing to strengthen exhibition exchanges and cooperation and build the Sino-Kazakhstan international exhibition center. At last, some policy suggestions for Sino-Kazakhstan cooperation demonstration zone are summarized:strengthening Sino-Kazakhstan multi-level humanities exchanges and cooperation mechanism; developing special planning of Sino-Kazakhstan cultural exchanges and cooperation to attract different kinds of capitals; increasing science and technology innovation and tax preferential policies for better cultural exchanges; building substantial friendship and contact system between Sino-Kazakhstan cities.
