Logistics industry and cross-border electric business of Sino-Kazakhstan cooperation demonstration zone in Silk Road Economic Belt

Abstract: A total population of nearly 3 billion are distributed in the Silk Road Economic Belt,and hence it has a huge potential in market and trade. The Belt and Road strategy brings enormous opportunities and challenges for logistics industry of the new Asia-Europe continental bridge. Sino-Kazakhstan cooperation demonstration zone is situated in the north channel of the Silk Road Economic Belt,which is China's strategic node and foreign-trade-portal to Central Asia. Developing logistics industry and logistics park in this zone plays important roles in promoting regional economic and social development,optimizing the industrial layout,improving the industrial structure,ensuring the safety of national energy channels,and improving the comprehensive competitiveness of Xinjiang. Kazakhstan is the biggest border trade partner for Xinjiang,and the value of import and export was $12.25 billion in 2013,which accounted for more than 80% of Sino-Kazakhstan bilateral trade. This study compared and analyzed the key border ports to Kazakhstan in Xinjiang,and discussed the foundation and advantages of the logistics industry for Sino-Kazakhstan cooperation demonstration zone and Baketu port. The Baketu port of Tacheng has a trading history of 260 years,and it is the significant traffic artery to Central Asia and Europe in western China,which has the advantages of superior natural conditions and location,leading "Green Channel" of agricultural products,highly complementary for Sino-Kazakhstan economic and trade,wide port logistics radiation,and good policy environment at home and abroad. Baketu port should further optimize the infrastructure construction,strengthen the port economy,promote "green channel" running efficiency,and speed up the connectivity of traffic network. We suggest to develop five key logistics parks,including Wusu,Hebukesaier, Baketu,Tacheng and E'min. Based on the analysis of the development trend of cross-border e-commence logistics, we suggest that Alibaba-Tacheng industrial belt and Sino-Kazakhstan cross-border e-commence service area should be built emphatically,and Tacheng Prefecture could declare China's cross-border electricity comprehensive experimental area to butt joint Central Asia. At last,some policy suggestions for Sino-Kazakhstan cooperation demonstration zone were summarized,including linking up Sino-Kazakhstan Logistics standardization,increasing the rate of cooperation agreement to fulfill,exerting Baketu port integrated functions,strengthening logistics network layout and logistics enterprises to upgrade,and speeding up cross-border e-commerce development. This study could provide decision support and scientific basis for developing the Silk Road Economic Belt and regional economy.
