Abstract: Under the background of the construction of the Silk Road Economic Belt,building Sino-Kazakhstan cooperation demonstration zone is an important strategic move to make Xinjiang the core area in Silk Road Economic Belt. The international cooperation demonstration zone not only has very important strategic significance to realize China-Kazakhstan interconnectivity and economic and trade cooperation,but also has great significance to strengthen national defense security,national unity and social and political stability. This paper analyzed the urgency,strategic significance and the strategic advantage,basic principle,overall orientation,main function and spatial layout pattern for Sino-Kazakhstan cooperation demonstration zone. We suggests that Sino-Kazakhstan cooperation demonstration zone is the new strategic node in the northern route of Silk Road Economic Belt, the Pilot Zone of China-Kazakhstan international economic cooperation,the friendship area of humanities and social communication between China and Kazakhstan. In future,the international cooperation demonstration zone will be constructed as six demonstration base,they are demonstration base of China-Kazakhstan international cooperation and processing trade,demonstration base of China-Kazakhstan port border trade and international logistics, demonstration base of China-Kazakhstan border free travel and health-keeping traveling,demonstration base of China-Kazakhstan cross-border electric business platform service,demonstration base of China-Kazakhstan humanities exchanges and cooperation and comprehensive business,and demonstration base of China-Kazakhstan ethnic minority areas precision of poverty alleviation and integration of the development between military forces and local government. Further this paper put forward the strategic focus,safeguard measures and policy recommendations for the construction of China-Kazakhstan international cooperation demonstration zone,which specifically include:firstly,promote Sino-Kazakhstan cooperation demonstration zone into national development strategies; secondly,integrate the connectivity of railways,highways,airports,ports,pipelines and other strategic infrastructure construction into the national major construction projects in 13th Five Year Plan,into the open and develop plan of border area and construction plan of the Silk Road Economic Belt Core;thirdly,put forward the ideas that the construction of the demonstration zone within the framework of the Shanghai Cooperation Organization.
