基于DEA方法对新疆城镇发展效率的空间差异研究

Spatial difference analysis of urban scale efficiencies in Xinjiang

摘要: 基于DEA方法,构建了新疆城镇发展投入产出效率的评价指标体系,应用Deap2.1软件测算了新疆87个县市的城镇发展效率,并分区域、城镇组群等视角分析了城镇发展效率的空间差异。结果表明:新疆城镇规模效率相对较高,但纯技术效率较低导致综合技术效率低于全国平均水平。城镇发展效率存在显著的区域差异,北疆和东疆区域的城镇发展效率明显高于南疆,天山北坡经济带和各区域性中心城市的效率相对较高。城镇组群的规模效率高于单体城镇,规模较大、发育程度较好的组群规模效率和纯技术效率较高。在此基础上,提出提高城镇单位投入产出效益、积极培育大中城市及绿洲城镇组群等促进城镇快速发展的对策建议。

Abstract: Recently, the concerns for the new urbanization development strategy had more and more being paid on improving the quality and efficiency of urbanization. The Eighteenth National Congress of the CPC report has put forward the policy of regulating and controlling reasonably the population size of all kinds of cities, achieving scientific layout of metropolis,medium cities,small cities,small towns and urban agglomerations,realizing high-quality efficiency of town development. Based on DEA method, this paper constructed the evaluation index system of input-output efficiency of urban development in Xinjiang Uygur Autonomous Region, China and used Deap2.1 software to calculate the urban development efficiency of 87 counties of Xinjiang Uygur Autonomous Region, as well as analyzed space difference of the urban development efficiency by region and urban group perspective. The results demonstrate that Xinjiang urban scale efficiency is relatively high but pure technical efficiency is low, which result in a lower comprehensive technical efficiency than the national average. There is significant regional difference of urban development efficiency:the urban development efficiency of north and east area of Xinjiang is obvious higher than that of south Xinjiang, and the efficiency of the regional central city in the northern slope economic zone is relatively higher. The efficiency of urban group is higher than that of monomer town, and the scale efficiency and pure technical efficiency is higher in larger scale and better development degree group. Based on the results, in the future, the development of urbanization process in Xinjiang should promote the development of population, land and industrial concentration, gradually form the growth pole of regional development. What's more, strengthening the urban development efficiency of the south and north slope of Tianshan Mountains, actively supporting the economy development of the regions, constructing and developing a batch of basis-good cities which have the population and resource advantages to drive urbanization development of the south slope of Tianshan Mountains. According to the oasis distribution features and the resource environmental bearing capacity in different areas, the measures of cultivating actively and developing oasis town group of south and north Xinjiang are put forth to build the group development pattern of urban system, give full play to the advantages of scale efficiency of oasis town groups.
