Abstract: Tourism territorial system is consisted of four sub-systems, including tourist market system, vehicle system, destination system and adjustment system. Tourism territorial system of Xinjiang is a relative independent system because it is far from the major internal and international tourist markets. It is the best way for developing tourism industry of Xinjiang that all the four sub systems have been developed. Xinjiang is located in the west of China and the center of Euro-Asia continent. Its center city Urumqi is the farthest big city away from oceans in the world. The Asia continental center is only 35 km from Urumqi. The Silk Road had been a tie linked the oriental and western civilization. The western region had been prosperous in economy and culture before navigation became the main transportation form of the world. The potential superiority of air space location should be taken into a count with the air transportation becoming main type of long distance transportation in modern society of 21 Century. The article firstly made a systematic study on tourism territorial system of Xinjiang, including its structure, characteristics, and its position and function on the background of Europe-Asia continent, China and the Western China Development Policy. It also analyses present situation and developing countermeasures of three main sub-systems of tourism territorial system in Xinjiang, including Tourism resources sub-system is focused on the three grades assessment of scenic spots, scenic region and tourism division. For visitor sub-system, it is focused on Present, trends analysis and developing tactics of visitor market internal and abroad. For supporting sub-system, it is focused on organization and function construction. The future allocation of tourism industry in Xinjiang has been put forward. It is consisted two type by two commercial level of tourists. The first type is air transportation allocation formed by a central airport (Urumqi) and five sub-airport (Kuerle, Altay, Kashigar, Kuche and Yining) for foreigner and high level commercial internal tourism. The second type is consisted by one strait line and three circled lines for ordinary commercial level tourists. The paper also emphasized that tourism development in Xinjiang should be focus on one centural city (Urumqi), two head scenic regions (Kashigar and Kanas), ten supporting scenic regions.
