The results by using layer analysis methods for the developed strategic of industrialization in the region Show that it is necessary that the Coal and the related industry are given priority to development. In the near future, Coal mine, its process and Comprehensive utilization will be developed, and in medium-long period, the town industry around the city will be built. The major Limited factors is that country and local government have only a little investable money, poor transport Condition that resulted in a large number of coal gathered, not enough Water etc. The paper proposed that it is essential to attract invest from country and board, building railway and highway, and directly exporting Coal.
