Abstract: In this paper, an application of the Analytic Hierarchy Process in comprehensive tercitority development planning is introduced. First, we can divide the set of factors into different stages according to the regional characteristics.The second analyses relationships among the lots of complicated factors, and forms the multiple-level structure analysis model in comprehensive territority development planning.The third gives decision matri and calculates out weighting values of planning objective, development planning, limiting factors and strategic measures.Finally some major strategic measures of comprehensive territority development planning are proposed.
