Abstract: This article from analysing the natural resources features and social econo-mical conditions of Hotan Prefecture，determined the directory idea of develop-ing strategies，proposed the development direction and objective，the develop-ment measure and emphasis，elected “closely to be delivered from poverty by cotton and courtyard economy and remotely to be enrished by grape and farm products processing” as a strategic gap，and asserted the available scale of coordinative development of all professions．To take the follows five articles as main measures of realizing the strategical idea，that are controlling the population growth，continually reforming the agricultural management and adminstration's system，accelerating the countryside's “five goods”construc-tion，energetically helping the farmers to develop courtyard economy，and ex-ploiting agricultural intelligence resource．To do according to this development strategy will make the poor and backward Hotan basically released from po-verty at 1990 and approaching the middle level farms of China at the and of this century．
