Abstract: Hetao plain is an oasis of arid land in Northwest China. There sre smooth terrain and deep soil, sufficient sunlight and abundant heat, little rainfall and dry air, Yellow river flows through Hetao plain. Agriculture development has a long history and the peasants have accumulated lots of experience of cultivating. It is rich in energy resources and having convenient traffic condition. These superiorities are good conditions for forming the productive base of grain, oil crops and sugar.
According to the ecoenvironment feature and the problems existed, the development strategy in the future is presented： (1)Tackling salinization of soil in a comprehensive way. The comprehensive tackling mothedology that reduce the underground water lever as a centre should be implemented. (2)Take agriculture as a main section which including froestry and stock-breeding. Take suit measures according to local conditions, develop a diversified economy, fully use every potential superiority region. (3)Set up scientific cultivate institution, enlarge the use of green fertilizer and rotation of cereal crops and grass, increase the planting rate of commodity grain. (4)Plant trees and grasses, and protective froest, form new agr-ecosystem.
