Abstract: There are some apparent regional differentiations in Xinjiang for all kinds of reasons, such as geographical condition, natural resources, geographical position, economic foundation and historical reasons. Along with China's reform and opening policy, Economic Belt of Tianshan Northslope has ranked as the most dynamic region among the economic development zones of Xinjiang. With the advantages of well developed infrastructure facilities convenient communications, rich resources, standing for the mainstream of economic development in Xinjiang. Therefore, it is necessary to make a careful study on Economic Belt of Tianshan Northslope in order to further development. Considering the speed and the scale of economic development, it is very vital to select the economic growth center and to establish the growth pole. For this part, the paper analyses nine social economic indexes of 11 cities and counties from 1995 to 2000 with the help of computer data processing software-SPSS. According to Growth Pole theory, this article researches the basic structure of spatial explosion of economic belt in Tianshan Northslope as economic development central area and clarifies that the economic development of region should center round higher developed cities. The analysis of R-type factor is used to study some variables on the basis of the researched problems, and then categorizes them through their matrix of correlation coefficient, which can define the principal economic development indexes that promote economic development quickly. In this way, R-type factor can change these variables into three types：industrialization, urbanization, agriculture. The Q-type Factor analysis is used to study the differentiations of some samples through values of major constituents for making a classification of different category mechanism of cities as a whole. Through the Q-type Factor analysis, the 11 cities and countries can be divided into three types in Economic Belt of Tianshan Northslope： industrialized city, farming city, industry and agriculture city. Finally, based on the above analysis the paper points out, according to the concrete conditions of these cities and development conception, the economic growth poles at varied level, such cities as Urumqi is the key economic growth pole in Xinjiang, as Karamay is the industry economic growth pole, etc.
