新常态下中国经济核心区节约集约用地内涵与实现对策研究

Connotation and implementation countermeasure of land intensive use in China's Economic Core Areas under the “New Normal”

摘要: 为了应对国家"粮食安全"和"生态安全"所带来的严峻挑战、响应"集约用地、保护耕地"的基本国策和经济发展"新常态"的战略定位,通过系统辨析经济核心区的概念与内涵,及其与土地节约集约之间的辩证关系,指出在人口、产业与土地资源时空匹配的基础上,经济核心区作为国家经济增长、人口城镇化的主要空间载体,理应成为国家和地区实现节约集约的关键和推进主体;并据此对经济核心区土地节约集约的内涵、我国土地节约集约的几个基本认知进行了系统梳理,同时指出粗放式经济增长与扭曲房地产市场、土地规划不科学、土地产权和义务的混乱、土地供应与管理的不完善等因素,是造成我国经济核心区土地非节约集约利用的主要原因;针对上述问题,中国要在"新常态"下实现经济核心区节约集约用地,需要从机制创新、规划创新、技术和标准创新、以及监督管理创新等层面予以切入与落实。

Abstract: In response to the serious challenges of national "food security" and "ecological security", the basic state policy of "intensive land use, protecting cultivated land" and the economic development strategic positioning under the situation of "New Normal" that Chinese government put forward, this paper systematically analyzed the concept and connotation of Economic Core Area, and the dialectical relationship between the economical and intensive land use, and pointed out that the Economic Core Areas in China are the main space-carriers of economic growth and urbanization based on the high spatial-temporal matching degree of population, industry and land, which should be the key and promoting subject to realize economical and intensive land use to the whole country or regions. And then, according to the above analysis, this paper systematically cleared out the connotation of economical and intensive land use in the Economic Core Area, and several basic cognitions of economical and intensive land use in China, and pointed out that the extensive economic growth, the real estate market distort, irrational land planning, chaotic land property rights and obligations, incomplete land supply and management are the main causes of the uneconomical and un-intensive utilization of land. At last, the paper pointed out that China should stimulate and implement the mechanism innovation, urban planning innovation, technologies and standards innovation, as well as supervision and management innovation to achieve intensive land use in Economic Core Areas under the situation of "New Normal".
