摘要： 本文根据多年国土规划工作的实践体会,论述了国土规划中国土主管部门的决策人、规划地区的行政领导及具体规划人员的行为,对规划地区的生产力布局的深刻影响。

Abstract: In accordance with practice of territory management and planning, the author expounds the effection to productive allocation by policymaker's behavour. Therc will be great effection to the productive planning by the behavours of the men in territory management, who are policymaker and planner or administrative leader of the planning area.
