干旱地区工业系统资源代谢水平分析——以宁东能源煤化工基地为例

Resources metabolism analysis for the Ningdong energy(coal) chemical base in Ningxia Province,China

摘要: 能源煤化工基地是典型的资源依赖型产业聚集区,资源代谢是造成资源消耗和环境污染的主要原因。基于物质流分析框架,对宁东能源煤化工基地资源代谢特征和资源流进行分析,在此基础上构建资源代谢分析指标体系,运用模糊综合判定法,从资源产出、资源综合利用和污染物排放3个方面考察基地资源代谢水平,分析影响资源代谢的关键环节。结果显示:宁东能源煤化工基地资源代谢水平“很低”,在资源综合利用和污染物排放两个方面,评判结果分别为“一般”和“很低”,与国内平均水平存在一定差距,在煤炭资源开发利用“三率”以及大气污染物防治方面具有较大的提升空间。

Abstract: Energy(coal) chemical base is a typical resource-dependent industrial cluster,where resource metabolism problems are main reasons resulting in resource consumption and environmental pollution. Material flow analysis (MFA) is a mostly used tool for resources metabolism that focuses on tracking and quantifying a substance or substance group as it moves through a system.Based on analyzing the resources metabolism of the Ningdong energy (coal) chemical base in Ningxia Province,northwest China by the methodology of MFA,the resource metabolism characters and resource flow of Ningdong energy (coal) chemical base are analyzed. On this basis, an analysis indicator system is built,which involves three aspects: resource outputs,resource utilization and pollutant discharge. The fuzzy comprehensive evaluation method is adopted to evaluate the base resource metabolism level,which are classified into five grades,namely excellent,good,moderate,bad and very bad. The results show that the evaluation grade of resource metabolism of Ningdong energy (coal) chemical base is bad. For aspects of resource utilization and pollutant discharge,the evaluation results are “moderate” and “very bad” respectively,having a certain disparity in contrast to the average national level of China. Based on the resources metabolic analysis for the Ningdong energy(coal) chemical base,the paper can draw some conclusions as follows:(1) The problems on resource utilization mainly arise from the coal resources development utilization,suggesting great potentials on working section recovery,raw coal selective ratio and associated mineral resources comprehensive utilization. (2) To a certain extent,the base can prolong the extension of coal resource metabolic pathway and provide comprehensive utilization ways of byproduct and waste. But the stand of the industrial wastes utilization is lower comparing with average level of whole Ningxia Province. (3) The thermal power industry is the main sources of atmosphere pollution,especially on the SO2 emission which makes up 77% of the total. Coal mining and washing industry is the main source of water pollution. There are great potential in the improvement of pollutant control.
