Abstract: Mulci county is one of 11 xinjiang poor county, this article analyse its nature, economics, situation of society and culture. It considered that different regions have same development model：protecting resources, improving environment, enlarging inside and developing outside, making best whole benefit by the way of commodity economy. The key to development model of poor county is choice of developing strategy. This article discussed the devoloping distribution, importance, developing order, policy and other strategy problem of poor county.
