黄河重要水源补给区生态红线划定研究

Determination of ecological red line of important water supply region of the Yellow River

摘要: 在分析黄河重要水源补给区生态环境特征的基础上,从生态弹性力、生态敏感性和社会经济影响力三方面构建了生态红线划定评价体系,运用GIS空间分析技术构建黄河重要水源补给区的空间属性数据库,采用层次分析法确定了各指标权重,运用空间分析、叠加分析技术将黄河水源补给区分为生态红线区、生态黄线区和生态绿线区,最终确定了各区的生态保护重点及管护对策。研究结果表明:生态红线区占整个区域的38.4%,主要分布在玛曲境内的黄河及其支流的源头、甘南临夏两州农牧交错带和白龙江沿岸地区。生态红线区应该实行最严格的管控措施,严禁各种开发活动。生态黄线区占整个区域的39.1%,主要分布在临夏州南部,甘南州西北部和南部,因其生态战略地位重要,以生态修复和治理为重点,严禁有损主导生态功能的开发建设活动。生态绿线区占整个区域的22.5%,主要分布在临夏州的北部和甘南州的中部,这些地区可进行适度开发,通过生态产业的发展带动经济转型升级和环境保护的良性互动。

Abstract: Based on characteristics of ecological environment in important water supply area of the Yellow River, China, the index system and methodology was built from the ecological resilience, ecological sensitivity and social economic influence. Using GIS technique to construct spatial database, index weight was determined by Analytic Hierarchy Process. Through the overall analysis and spatial analysis, the important water supply area of the Yellow River was divided into three regions which are ecological red line region, ecological yellow line region and ecological green line region, and it further clarify the countermeasures for management and protection of three regions. In the process of construction of evaluation system, it consider not only characteristic of ecological environment, but also the impact of human activities on the ecological environment, and evaluate from two aspects of ecological pressure and active transformation, which reflects a systematic view that the human and ecological system is a unified body. The results showed that red line region account for 38.4% of entire area which mainly distributed in the Yellow River in Maqu County and its the source of tributaries, the ecotone between agriculture and animal husbandry of two prefectures of Gannan and Linxia, and the shoreside areas of Bailongjiang River. It can be divided into many types,such as the Yellow River water conservation area in Maqu County, soil and water conservation and biodiversity area in the farming-pastoral ecotone in Gannan and Linxia Prefectures, wetland water conservation area in Luqu County, wetland water conservation area in Hezuo County, riverhead water conservation area of Daxia River, riverhead water conservation area of Taohe River, soil and water conservation area of Bailongjiang riverside, and water conservation area of Liujiaxia Reservoir. It should implement the most stringent control measures, prohibit all kinds of development activities in ecological red line area. The yellow line region account for 39.1% of entire area, mainly distributed in the south of Linxia, northwest and south of Gannan. Because of its important ecological strategic position, ecological rehabilitation and governance are the key points, and the development and construction activities that are detrimental to the ecological functions are strictly prohibited. The green line region account for 22.5% of entire area, mainly distributed in the north of Linxia and in the middle of Gannan. These areas should be moderate development, promote the transformation and upgrading of industry and the positive interaction of environmental protection through the development of ecological industry.
