Abstract: According to the characteristics of ecological environment and the prospect of resources exploitation of Ebinur drainage basin, We put forward some orientational proposal in this article for rational using the natural resources. Such as：（1）Assuming water supply for industries, cities and for improving ecological environment. （2）Using relative abundant precipitation of mountain area to rational arrange land utilization. （3）Rational use Ebinur Lake and lake-side plain. （4）protecting and improving the ecological environment of Ebinur drainage basin.
